Your article "EU army plans kept secret from voters" published on 27 May is incorrect and misleading. There is absolutely no plan to set up an EU army with the global strategy. There is also no secret paper.
The High Representative was tasked a year ago by the EU leaders to prepare “an EU global strategy on foreign and security policy, in close cooperation with Member States” by June 2016 (see conclusions).
The preparation of the strategy is ongoing, in an open and transparent way, through consultations with Member States, parliaments and many other stakeholders, including through a website and many public events.
